Putnam VINE Inmate Coverage
Tennessee’s statewide service is called Tennessee SAVIN and uses VINELink. Official TDOC material says all 95 county jails participate. TDOC prison custody joined the system in 2021. That makes Tennessee VINELink relevant to both a Putnam County Jail detainee and a person moved into state corrections, but those sources remain separate agency records.
VINE is built for a specific-person custody check and notifications. It is not a browseable Putnam County release list. A matched result can provide the custody status and participating agency shown by the live interface. Where a retained result says released or out of custody, record the wording and access time. If no result appears, try the correct spelling or offender ID and check a possible receiving agency. Absence alone does not prove release.

Putnam VINE Release Fields
The exact public fields vary with the live record and reporting agency. Safe interpretation begins with the custody status, agency, and identifying details actually displayed. A released status is evidence that the contributing source reported that event. It does not explain the court disposition or prove where the person went next.

TDOC’s internal release-notification material tracks broader items such as offender name, TDOC number, conviction county and date, offense, release type, release date, sentence expiration, and intended residence at city and state level. That does not mean every field appears in public VINELink. Report only what the matched public record actually shows.
Register Putnam VINE Release Alerts
Registration is free and confidential according to Tennessee program material. Offered channels can include telephone, email, TTY, text, and an app-based method, depending on the current interface. The key step is to register from the matched person’s record rather than stopping after search or account creation.

The Tennessee VINE line is 888-868-4631 and operates around the clock. General VINELink support also lists 866-277-7477. Those lines support notification use. They do not replace Putnam County jail staff for a certified movement record or emergency services when danger is immediate.
Putnam SAVIN County Layer
Putnam County benefits from a distinctive statewide layer. All Tennessee county jails were already using VINE through the Tennessee Sheriffs’ Association before TDOC added its prison feed in 2021. One public interface can therefore expose both county and state custody records, but it does not merge their legal meaning.
A Putnam jail event may close or change after a transfer, while a new TDOC record opens for state custody. Inspect the agency on each result. If an alert does not follow the person into the receiving system, search for the new record and register again. This is especially important when the original notification was tied only to Putnam County Jail.
The TDOC VINE launch notice marks the state-prison layer’s addition. County and TDOC participation means a Putnam County search can continue after a state transfer without turning VINELink into a single continuous record. Match the TDOC number when it is available, compare the new agency and status, and confirm the alert channel on the receiving record. This extra step prevents an old county registration from being mistaken for active notice on the later state record.
Putnam VINE Transfer Alerts
A transfer alert is not the same as community release. Putnam County may hand a person to TDOC, another jail, USMS, BOP, or ICE. County custody has ended in each example, but another custodian may still hold the person. Read the event text and agency together before telling anyone that confinement ended.
For a Tennessee felony transfer, use TDOC FOIL to review the matched offender’s status, location, sentence, parole, and release information. For a county-to-county transfer, search the receiving jail and seek Putnam’s destination entry. VINE may require a fresh registration when the source record changes.
Federal custody is outside VINE’s coverage. A sentenced federal person belongs in the BOP locator; a USMS pretrial detainee may require the federal docket and USMS channel. ICE uses its own detainee locator. No federal result should be inferred from an empty VINE search.
Note: A release by detainer can mean release to another custodian, so the destination matters as much as the event label.
Confirm Putnam VINE Release Results

Putnam VINE Inmate Limits
VINE cannot guarantee that a released record will stay searchable. A result may say released or out of custody where the feed retains it, or it may cease to appear. The service does not track BOP custody and should not be used to infer a federal release. It also does not explain a Putnam court result, establish the exact jail door-out time, show where every released person went, or guarantee safety. For a record dispute, contact the jail or TDOC source. For an immediate threat, call 911 rather than VINE support or a records custodian.
Offense-specific registries are separate. The TBI Sex Offender Registry covers people who have a legal registration duty, including some people who remain incarcerated. Presence there does not prove release. The Drug Offender Registry is also limited by its governing criteria. Neither registry substitutes for the matched VINE record, sheriff release entry, FOIL status, or court judgment.
Notification timing depends on the source feed. When a call or message arrives, write down the event wording, agency, and receipt time before checking the official record. If no alert arrives when expected, confirm the registration itself, search for a receiving-agency record, and contact the source. Do not assume silence means that custody stayed unchanged.
