To find someone released from the ICE detention network after Putnam County custody, use the federal immigration locator and the sheriff's movement record together. A transfer from the county jail to ICE is not a community release, even though the person leaves the local roster. ICE's public system covers current detainees and a limited window of recent releases from ICE custody. The local jail's formal immigration agreement makes this distinction especially relevant in Putnam County. Exact identity data, the correct federal record, and the receiving-agency trail are needed before describing where the person went.

ICE Release Paths from Putnam

ICE detention is federal civil immigration custody. It is not a criminal sentence in the Putnam County Jail or a BOP prison term. A person can leave county custody under an ICE handoff, remain detained in the ICE network, later transfer between ICE facilities, or be released from ICE custody under conditions. Each event needs its own source.

The sheriff's jail movement record can identify the receiving agency if that information is public. ICE's locator can show current or recent federal immigration custody. Immigration court records and ICE Enforcement and Removal Operations address the ongoing immigration matter. None of those sources should be replaced by an assumption based on name, birthplace, or a missing county roster result.

Two events: transfer from Putnam County to ICE ends county custody but begins federal civil detention. It is not freedom.

Search ICE Putnam Releases

The Online Detainee Locator System, or ODLS, offers two main search paths. Use a nine-digit A-number with country of birth when the A-number is known, adding leading zeroes when needed. Otherwise use exact first and last name with country of birth, and add birth date when the interface permits.

  1. Choose the A-number or biographical search route.
  2. Enter exact spelling, punctuation, hyphens, and country of birth.
  3. Add the date of birth when available to narrow a name search.
  4. Read the returned custody or recent-release information precisely.
  5. After the public window or a failed exact search, contact the responsible ICE ERO channel.

People under 18 are excluded from the public locator. That exclusion must not be treated as evidence that a minor is not in a government process. Exact spelling also matters, so a failed search can result from a variation rather than absence.


ICE Sixty-Day Release Window

ICE guidance says ODLS includes people currently detained and people released from ICE custody within the preceding 60 days. This is a real recent-release channel. It differs from Putnam County's 24-hour and 72-hour roster pages, which filter current county inmates by recent intake and are not release lists.

“Released from ICE custody” does not establish that the immigration case ended. Release may carry conditions, reporting duties, or another legal status. It also does not guarantee that no other agency has custody.

Putnam 287(g) Release Handoffs

The Putnam County Sheriff and ICE executed an official 287(g) Jail Enforcement Model agreement dated February 24, 2025. The model concerns immigration functions involving people encountered in the jail. It makes an ICE destination one researched possibility after county custody.

The agreement does not mean every foreign-born person is subject to ICE action. It does not prove a handoff from a roster disappearance. Confirm the specific event through the sheriff's movement entry and ODLS. Neutral, record-based wording is essential.

Putnam's corrections page also says the jail contracts for up to 36 ICE beds. A person can remain physically at the Justice Center while the legal custody context changes, or depart Putnam under an ICE movement. Building and custodian must be checked separately.


Request Putnam ICE Destinations

Use the sheriff's public-records policy and request form for the county side of a handoff. Identify the person and booking episode. Ask for the existing jail movement and release entries, release or destination code with its legend, and receiving agency to the extent public. Do not ask staff to create an explanation of immigration status.

The sheriff policy allows an inspection request orally or in writing and may require a written form for copies. It describes Tennessee citizenship and identification requirements. Within seven business days, the custodian should produce, deny with legal grounds, or state the added time reasonably needed. Protected identifiers or law-enforcement information may be redacted.

Ask for electronic delivery and a cost estimate. The county policy lists copy and qualifying labor charges, but those local rules do not govern a separate federal request. If the sheriff provides an ICE destination or movement date, use it to focus ODLS or ERO contact.


ICE and Federal Custody Differences

ICE, BOP, and USMS are distinct. ICE holds civil immigration detainees. BOP holds sentenced federal prisoners and runs a public locator dating from 1982. USMS manages federal pretrial detention and transport without a comparable public historical locator. A failed search in one system does not clear the others.

A Putnam record saying “ICE” supplies a lead to ODLS. A BOP release result does not substitute for an ICE search when an immigration detainer may follow.


ICE Release Terms Explained

Use terms that match the source. An A-number is the immigration identifier used in ODLS. ERO is ICE Enforcement and Removal Operations, the office responsible for detention and enforcement functions. A detainer can affect transfer to another custodian. None of these terms means criminal conviction.

After an ICE Release Result

Save the exact ODLS result and access time. If the public result shows release, contact the appropriate authorized channel for current reporting or case information. If it shows detention, use the facility and ERO information returned or supplied by ICE. After 60 days, the A-number becomes especially useful for a human inquiry.

An immigration court matter can continue after ICE releases a person. The ODLS label is not a final immigration judgment. Conversely, an unresolved immigration case does not by itself prove detention. State only what each official record establishes.

Note: The county release time, ICE intake, ICE transfer, and ICE release can be four separate events with different records.


Preserve ICE Release Findings

Record the A-number, exact ODLS wording, access date, and any facility or ERO information returned. If the name search fails, do not publish a conclusion. Confirm spelling and country of birth, then use the A-number or human channel. A later no-result may simply reflect the end of the public 60-day release window.

Keep the sheriff booking and movement identifiers with the ICE result. That link shows whether the federal event follows the same Putnam County custody episode. It also prevents an ICE release date from being misreported as the earlier county departure date.


Resolve ICE Record Conflicts

When the sheriff movement date and ODLS status appear inconsistent, remember that they record different agencies. The county entry can close when ICE accepts custody, while ODLS may update on its own schedule. Save both results and contact the maintaining office for the event it controls.

Do not merge an ICE release date with the earlier Putnam County handoff. Keep each timestamp, custodian, and source label intact. That chronology is the best protection against calling a transfer a community release.
